Análisis jurídico del Decreto 1553 de 2024: Entre la gestión de vertimientos y la sostenibilidad económica en el municipio de Villavicencio

| dc.description.abstract | El presente estudio tiene como objetivo analizar jurídicamente la aplicación del Decreto 1553 de 2024 entre la gestión de vertimientos y su impacto en la sostenibilidad económica del municipio de Villavicencio. Para ello, se adoptó un diseño de investigación explicativo con un enfoque mixto. La recolección de datos incluyó un cuestionario y una entrevista semiestructurada dirigido a los actores institucionales vinculados con la gestión ambiental del municipio, para así profundizar en las percepciones jurídicas y técnicas. Los resultados evidencian que la efectividad del decreto depende de la articulación institucional y la actualización del Plan de Saneamiento y Manejo de Vertimientos (PSMV), identificando obstáculos técnicos y financieros para su implementación. Finalmente, se concluye que es fundamental la actualización del PSMV lo más pronto para que a partir de 2026 se realice un fortalecimiento interinstitucional y mejorar la gestión ambiental y la economía de Villavicencio | |
| dc.description.abstractenglish | This study aims to legally analyze the application of Decree 1553 of 2024 regarding wastewater management and its impact on the economic sustainability of the municipality of Villavicencio. To this end, an explanatory research design with a mixed-methods approach was adopted. Data collection included a questionnaire and a semi-structured interview with institutional stakeholders involved in the municipality's environmental management, in order to gain a deeper understanding of their legal and technical perspectives. The results show that the effectiveness of the decree depends on institutional coordination and the updating of the Wastewater Management and Sanitation Plan (PSMV), identifying technical and financial obstacles to its implementation. Finally, the study concludes that updating the PSMV as soon as possible is essential to strengthen inter-institutional collaboration starting in 2026 and improve environmental management and the economy of Villavicencio. | |
