| dc.description.abstract | Se establecen las fases de suscripción de un AAA las cuales inician en la identificación de un problema o necesidad (por parte del pagador) y con la ayuda de la evaluación de tecnologías sanitarias y el escaneo de horizonte entre otros. Luego en la fase de diseño, se establece el tipo de acuerdo y el detalle de su operación incluyendo la gestión de los riesgos para luego realizar su implementación que contempla toda la gestión administrativa y operativa para cerrar con una fase de evaluación para validar el desempeño y su ajuste o terminación. En cada fase se identifican barreras y dinamizadores relacionados con las capacidades de las partes para diseñarlos y operarlos de manera correcta, así como la gestión inadecuada de los riesgos. Se reafirman algunos elementos identificados en la literatura y se incorporan los adicionales identificados en el estudio. | spa |
| dc.description.abstractenglish | Identify phases of AAA, which begin with the identification of a problem or need (by the payer) and with the help of the evaluation of health technologies and the horizon scan, among others. Then, in the design phase, the type of agreement and the details of its operation are established, including risk management, to then carry out its implementation that includes all the administrative and operational management to close with an evaluation phase to validate the performance and its adjustment or completion. In each phase, barriers and drivers related to the capacities of the parties to design and operate them correctly, as well as inadequate risk management, are identified.
