Abstract
El Hospital San Juan Bosco, Empresa Social del Estado del municipio de Bosconia –
Cesar, fue creado hace aproximadamente 39 años, cuando el municipio aún era un
corregimiento y pertenecía al municipio de Valledupar, bajo la necesidad latente del
cambio de infraestructura que permitiera la mejor prestación del servicio de salud
teniendo en cuenta la demanda de la población, el estado financiero de la entidad ha
sufrido muchos altibajos debido al no pago de algunas entidades privadas que se
declararon en quiebra y no cumplieron las obligaciones contraídas con el Hospital.
Otro factor que se sumó a estas crisis, fue entrada en vigencia de la Ley 100 del (1993) y
la Ley 1438 del año (2011), tenemos que en la primera de estas obligan a la entidad a
prestar el servicio de salud a toda la población, como derecho fundamental de todos los
seres humanos, eximiendo al Estado de costear el total de los gastos generados de estas
atenciones. La segunda tiene cobertura en las entidades privadas eximiéndola del pago
de algunas de sus obligaciones cuando no se le presta el 100% de los servicios,
incumpliendo el pago del porcentaje del servicio prestado.
El Hospital SAN JUAN BOSCO cobija la prestación del servicio de salud en las
modalidades de atención a pacientes por consulta externa, atención a usuarios en
promoción, prevención y salud pública atención a pacientes por urgencias, atención a
pacientes en hospitalización, atención a pacientes a nivel comunitario y/o extramural.

El Hospital San Juan Bosco, Social Enterprise of the State of Bosconia - Cesar, was
created approximately 39 years ago, when the municipality was still a corregimiento and
belonged to the municipality of Valledupar, under the latent need of the infrastructure
change that would allow the best health service provision taking into account the
demand of the population, the financial state of the entity has suffered many ups and
downs due to the non-payment of some private entities that declared bankruptcy and did
not fulfill the obligations contracted with the Hospital.
Another factor that added to these crises was the entry into force of Law 100 of (1993)
and Law 1438 of the year (2011), we have that in the first of these oblige the entity to
provide health service to all the population, as a fundamental right of all human beings,
exempting the State from paying the total of the expenses generated by these attentions.
The second one has coverage in private entities exempting it from the payment of some
of its obligations when 100% of the services are not provided, failing to pay the
percentage of the service provided.
El Hospital SAN JUAN BOSCO overs the provision of the health service in the
modalities of patient care by external consultation, attention to users in promotion,
prevention and public health, attention to patients for emergencies, attention to patients
in hospitalization, attention to patients at the community and / or extramural.
