Resumo
En la presente investigación se determina la influencia de la Política Songun en la implementación de la política exterior de la República Popular Democrática de Corea (RPDC) en el periodo de 1990 a 2017, analizando los efectos militares de dicha relación en la región de Asia Oriental. En primer lugar, desde la óptica del Análisis de la Política Exterior (APE) explicado por autores como Rosenau, Wohlforth, Stein, Brighi, Hill y Hay, se evidenció que la idiosincrasia es la variable más importante en la implementación de la política exterior de la RPDC durante los 27 años de estudio, destacando a la Política Songun como el aspecto sustancial de la idiosincrasia del régimen y de la familia Kim. En segundo lugar, desde la óptica del Realismo Ofensivo explicado por Mearsheimer, se planteó que el programa nuclear de la RPDC significa el riesgo más significativo para los países de Asia Oriental a comparación de aspectos como el poder terrestre, naval y aéreo, un programa nuclear que tuvo como punto de partida los lineamientos de la Política Songun puestos en marcha por Kim Jong-il y potenciados por Kim Jong-un. La investigación concluyó que la Política Songun es la base de la política exterior de la RPDC, resaltando el programa nuclear como el lineamiento de política exterior más importante del régimen norcoreano hacia la región de Asia Oriental.

The present investigation will determine the influence of the Songun Policy on the implementation of the foreign policy of the Democratic People's Republic of Korea (DPRK) in the period from 1990 to 2017, analyzing the military effects of this relationship in the East Asia region. First, from the perspective of foreign policy analysis (APE) explained by authors such as Rosenau, Wohlforth, Stein, Brighi, Hill and Hay, it was evident that idiosyncrasy is the most important variable in the implementation of the foreign policy of the DPRK during the 27 years of study, highlighting the Songun Policy as the substantial aspect of the idiosyncrasies of the regime and the Kim family. Second, from the point of view of Offensive Realism explained by Mearsheimer, it was suggested that the DPRK's nuclear program means the most significant risk for East Asian countries compared to aspects such as land, naval and air power, a nuclear program which had as its starting point the guidelines of the Songun Policy launched by Kim Jong-il and strengthened by Kim Jong-un. The investigation concluded that politics is the basis of the DPRK's foreign policy, highlighting the nuclear program as the most important foreign policy guideline of the North Korean regime towards the East Asian region.
